National Awards Program

Annual chapter program reports are due 10 April 2009, although other elements are due prior to that annual report in the area of administration. Award tabs and rules will be mailed to all chapters with valid mailing addresses on file. Chapters should create their binders at the beginning of the competition year and maintain it throughout the year to avoid problems at the end of the year.

Please submit only the documentation that is requested, as we are on a tight timeline to get through the reports and determine the winners. Overdocumentation significantly hinders the committee's ability to work in a timely fashion. Chapter winners will be posted on this website by May 10.

The American Society of Military Comptrollers Institutional-Based Excellence in Research Award

Awards
ASMC offers two levels of recognition:
  • an ASMC Award for Excellence in Research (Graduate Level Program)
  • an ASMC Award for Excellence in Research (Continuing Education Program)

The ASMC, in cooperation with participating Service Schools, has established this recognition program to encourage research that enhances the body of knowledge in the Comptrollership disciplines. The ASMC will give a maximum of one award for each Service School that participates in the program.

Award Benefits

Each winner will receive:

  • an engraved ASMC plaque
  • a one-year membership (or membership renewal) in ASMC

In addition, the research topic will be publicized through the ASMC web page and the Armed Forces Comptroller magazine.

Nomination Requirements
Each institution may select one award per graduating class. Every entry must meet the following requirements:

  • The nominee must have attended or be a graduate of one of the participating Service Schools. Membership in ASMC is not required for nomination.
  • The topic must represent sound scholarship and must be of general interest to the military comptroller community or one of its principal disciplines, e.g., accounting, program/budget, or cost analysis.
  • Entries are not limited to a particular kind of research.

Nomination Process
Each Service School will follow its procedures for reviewing student research and for selecting candidates for the award. ASMC will provide suggested criteria for judging the research upon request. After selecting the candidate(s), the Service School will notify the ASMC Research Committee of its selection. The following materials should be submitted with the notification:

  • A letter from the Service School point-of-contact that confirms the quality of the research work and that specifies the criteria used for selection
  • Application for 1-year complimentary membership (or renewal) in ASMC
  • An abstract of the research work and a copy of the research paper
  • Logistical requirements regarding the plaque (engraving, shipping, time lines, etc.)

The Dick Vincent Scholarship Award

Mr. Dick Vincent was Director for the Shipbuilding and Conversion Budget Division of the Naval Sea Systems Command at the time of his death from cancer in 1984. He was an exceptional boss who led with knowledge and humor. He earned his undergraduate and graduate degrees in business administration by attending George Washington University at night. He was a family man with three children during these many years of attending college at night. The sacrifices of attending college at night, combined with his extraordinary ability to excel on the job left an indelible impression on those he worked with and those who worked for him.

Mr. Sean O’Keefe, a former employee of Mr. Vincent and a former Assistant Secretary of Defense (Comptroller), memorialized Mr. Vincent in a speech to the Washington Chapter on February 17,1995. At the conclusion of the speech he made an initial contribution of $1,000 to the Dick Vincent Scholarship fund. He indicated that it was his hope that an annual scholarship in that amount could be established.

Beginning in 1997, the American Society of Military Comptrollers (ASMC) has designated one of its fifteen Member's Continuing Education Program grants as the Dick Vincent Scholarship. The person selected for this award personifies the characteristics Mr. Vincent brought to the workplace.
