The National President's Award is the highest award bestowed by the American Society of Military Comptrollers. This year, the award is presented to Ms. Glenda H. Scheiner, Director, Human Capital and Resource Management, Office of the Under Secretary of Defense (Comptroller), Department of Defense.

 
Ms. Scheiner is recognized for her leadership and excellence in overseeing development of the Department of Defense Financial Management Certification Program.  The DoD FM Certification Program is a course-based certification program, designed to enhance the professionalism of the entire DoD financial management workforce.  On behalf of the Under Secretary of Defense (Comptroller), Ms. Scheiner oversaw the conduct of several complex, major activities associated with the development of the program, including the design and execution of a pilot program, including approximately 650 DoD financial managers across 12 organizations; development of policy involving the requirements and content of the program; coordination of the program with the defense acquisition community; development of a defense learning management system to enable input and tracking of individual and organizational progress; design of program internal controls; and also communication of the requirements, content, and status of program development throughout the Department of Defense.  As the program is implemented effective October 1, 2013, it will contribute immensely to the professional development of defense financial managers and to the overall effectiveness of defense financial management operations.

Throughout her career, Ms. Scheiner has served ASMC in many other volunteer leadership roles, to include a chapter President, national PDI committee chairperson and as a member of the National Professional Development Committee. Congratulations and thank you to Ms. Glenda H. Scheiner!
