Government Resource Management Environment

This area deals with the financial manager's knowledge of the government-wide processes involved in obtaining resources necessary to perform your organization's mission.
   
This section covers four basic areas:

  • Relationships and check and balances among branches of the Federal government
  • Structure of the Federal budget, including sources of revenue.
  • Roles of the President, Congress, Treasury Department, the Office of Management and Budget (OMB), Congressional Budget Office, and other Federal agencies.
  • Legislative process.
   
Whether or not your headquarters or field activity organization deals directly with organizations outside the DoD, it is important to have some knowledge of the role and purpose of these other entities. Knowledge of how other organizations fit into the operation of the Federal government will help you understand many of the actions and events your encounter on your job. These may include such things as purpose of requests for program and budget information, timing of the budget process, process and timing for legislation, the time it takes to allocate resources, and where the authority resides for action approvals in a process you thought would be simple.
   
The Government Resource Management Environment is a political process in which each part of the Federal government has an influence on resources eventually passed down to your activity. Also, keep in mind that this section ties directly to the Defense Resource Management Environment of this module. Understand the system and process, and then use this knowledge to benefit your organization. Knowledge of this area will also prepare you for advancement in a financial management career field outside your current specialty.
